  4. FREEWARE user-supported software is an experiment in distributing
  5. computer programs, based on three principles:
  6. First, that the value and utility of software is best assessed by
  7. the user on his/her own system. Only after using a program  can
  8. one really  determine whether it serves  personal applications,
  9. needs, and tastes.
  10. Second, that  the  creation of independent  personal  computer
  11. software can and should be supported by the computing community.
  12. Finally,  that  copying  and a networking of programs should be
  13. encouraged, rather than restricted. The ease with which software
  14. can be  distributed outside  traditional commercial  channels
  15. reflects the strength, rather than the weakness, of  electronic
  16. information.
